256 color .bmp's glitch on newer Windows versions. They change colors and drop quality if tampered with in paint, as you can see here.
I suggest using something like Irfanview to make the textures full color first. Then you can modify them however you like in whichever program you like. After that just run the textures through Irfanview again and make them 256 color so that they can be used in Half-Life models.
Agreed, Irfanview is the best option so far.
The only possible way to edit Half-Life's BMP textures I found, when I started to make addons for HL1, is to open them through GIMP, switch mode from "Indexed" to "RGB", add the needed changes as a new layer(s), then merge these layers and switch the image back to "Indexed" mode. Still, I had to save result as a 256-colored BMP again through Paint. It may sound more complicated that your method, but damn, it's worth it.
I found that by doing that with both gimp and photoshop first editing in full color, and Indexing it to either 255 colors or the "exact" pallette. Just saving it as a bmp on either program worked fine.

To be honest, the back side of his vest placed pretty okay, but the front side, as well as trousers, looks like a disaster.
There was another attempt to place LD vest textures onto HD model, but with upscaled textures. There's still some issues in this skin, since it uses outdated (non-fixed) version of HD Barney, but the body texture itself looks good: Moddb.com
