This tiny addon gives the Ukrainian Security Service a more uniform and better equipped appearance with vanilla assets, especially for the lower ranking non-Spetznaz personnel, and makes Spetsnaz/USS Officer berets a LOT less common, though they still appear occasionally. I personally found there's an insane amount of berets worn by Spetznaz and USS forces, usually in areas where they probably should not be wearing a bright blue beret...
All the way back in May of 2018 I made a very similar mod for Call of Chernobyl (https://www.moddb.com/mods/call-of-chernobyl/addons/berill-suits-with-gasmasks-for-military-ao) with the same intentions, to make the USS look more like a half-decently equipped military force bringing them a bit up to par with their real life counterparts at least in terms of equipment, despite their shortcomings in training, command, bribery etc in STALKER lore.. The main difference here is Anomaly has a service suit model with a Sfera M-12 helmet, and that Anomaly uses the NPC's model as what armor and headgear they will be equipped with in their inventory, so the USS conscripts that used to show up in bandanas will often be wearing Sfera helmets over their service suits, and that means their helmets can be looted if you kill them. They sometimes wear the Berill suits instead of just service suits as well, and they are tougher to kill than the guys with service suits. The Spetznaz and USS Officers with berets that do spawn in often have camo paint over their face, and the bright blue beret is rare now. Portraits are also adjusted according to their outfit. The Military Stalkers and Spetznaz that normally spawn with SEVA suits, exosuits, and exoskeletons, and Skat-9 suits are not messed with.
This comes with two versions, one that just changes the USS soldiers and another that changes the service suit playermodel to the one with a helmet, along with the changes that the first version brings.
If you want to see immediate changes, your game may need to be restarted, otherwise, the new models should start showing up overtime.
Compatibilities:
THAP so far works with the playermodel edit (and is not affected by the version without the playermodel edit), but the playermodel edit should be installed after THAP so it overwrites it.
Works very well with Fixed Vanilla Models (https://www.moddb.com/mods/stalker-anomaly/addons/fvm) by Strogglet15 and Blackgrowl. I recommend this mod very much if you prefer the the vanilla models.
This was made with vanilla assets in mind, so there will obviously be likely be issues with the HD Model pack made by Raito-x-Ray, but Morth's HD Models military edit has a very similar goal and makes the Ukrainian Security Service troops wear modern equipment along with PPE (https://www.moddb.com/mods/stalker-anomaly/addons/morths-hd-models-military-edits-v1)
Installation:
JGSME Method: Unzip both Vanilla USS Uniformity and the USS Uniformity w/ Service Suit and Helmet Player Model into the MODS folder for JGSME. Open JGSME and enable whichever version you want to use. It's best to use one version at a time.
Manual install: Extract the gamedata folder out from the version you want to use. Only use one version.

Great mod! This, if used with MO2 and Less Ugly Variety & ZCP can turn Anomaly into a true vanilla old-school Stalker experience!
Nice, I agree that seeing the Berets, especially blue ones, was getting so annoying. Besides, I don't know for sure but I doubt the Ukrainian Army uses blue berets, if much or at all.
The Ukrainian Air Assault troops used to wear the light blue berets as seen in Anomaly but switched to a red maroon color in 2017, and I think The National Guard wear deep blue berets. The USS in Anomaly and CoC both wear an insane amount of berets, at least for my tastes. I think there's 15 models of just USS/Spetznaz in berets, I brought it down to 4 models with berets.

Yes, I use Grok's Ballistic Overhaul regularly in my Anomaly games and it works fine with this addon (both versions I will add)
