The wiki is now open to the public, and is accepting any and all contributions as it is in a heavy WIP state. Did you use LAA(Large Address Aware)? This is needed to play this mod.
You need to use LAA on SoaSE's main executable.

Remember the mod isn't activated or deactivated from the in-game menu, but from the EnabledMods.txt file in your mods folder.
Check if your EnabledMods.txt is located in C:\Users\USER\Documents\My Games\Ironclad Games\Sins of a Solar Empire Rebellion\Mods-Rebellion v1.82
And verify if that txt file holds exactly the following text inside as it's shown next:
