Industrial Plant now acts as a secondary vehicle production facility.
On its own without any other War factories' present, only RhinoTank,WarMiner,HalfTrack,TeslaTank,DemoTruck
,ApocalypseTank are available with respect to player's current tech level.
Additionally, being a vehicle production facility also lowers the build time of all vehicles.
I saw this update and expected more ore refinery shenanigans, can't lie.

PrerequisiteOverride doesn't respect TechLevel or RequiredHouses IIRC.
Or I'm remembering it wrong. ModEnc has no info about those interactions.
