Tsardoms: Total War is a M2TW and Kingdoms modification that focuses on the Balkans, Near East, Eastern and Central Europe, Italy and Switzerland, starting from rise of the Serbian Tsar Stefan Uroš IV Dušan in 1345 and concluding in 1530. Tsardoms allow you to take control of over 25 factions all complete with brand new artistically crafted warriors ready to do your command! The aim is to provide the player with the best possible accuracy, in all sectors of the game, and to stretch the limitations of the M2TW engine, through scripting and AI enhancement, for a gameplay never seen before.

No, it's actually the faction leader for the Regency faction. In the mod the romans start in a civil war and there will be two factions the Roman Regency and the Roman Kantakuzeno. Both are playable and if certain conditions are achieved you can achieve the unification and restoration of the Roman Empire.

No, by this time the Latin Empire was gone and the Nicean Empire took over Constantinopole restoring the Roman Empire in 1261. The Roman Civil War started in 1341 when Emperor Andronikos III died. John V Palaiologus was only 9 so a civil war started among the factions for control of the empire. On one side was the Regency led by the Patriarch John XIV, Alexios Apokokas and the Empress Anna of Savoy and on the other side was the House of Kantakuzeno led by John VI Kantakuzenos who was the former emperor's best friend and chief aide.

The war ended in 1347 with John VI Kantakuzeno's victory. An agreement was reached wherein he would be crowned senior emperor for 10 years and after that both him and John V Palaiologus would rule as equals. In 1352 open conflict broke again. John VI Kantakuzeno's allies, the Ottoman Turks, were brought into Europe to fight on his side against John V Palaiologus. This would lead to the start of the Ottoman conquest of the Balkans.
