Видимо, Вы не построили ни одной фермы (либо они все были разрушены), поэтому наступила первая стадия голода, при которой снижается скорость передвижения войск. У фермы есть пассивная способность, в которой есть описание про систему еды.

It seems you didn't build a Farm. Or maybe they were destroyed by your enemies. That's why the first consequence of hunger has occured that reduces the Movement Speed of troops. Farm has a passive ability, which describes the Food system.
