Reload time 4 min. Effect time 1 min great radius, no damage for ground units and building, kill all flying units...

No, this weapon is same as China EMP bomb 5 level special power, but affect 1 min and reloads 4 min :)
All Generals have new and unique Superwepons in the future versions?
Yes, also all generals/weapon systems/ will have more different units.

I suggest that you put the missile upgrade, to burst ECM but the damage caused by the mines Chinese the blue mine, or the special warhead of the Chinese Nuclear Cannon
