An idea: 1. They are not a standing army but have potential to become. 2. They can start as Guerilla warrior bands like the Faction Scotland in Med2TW but get reforms if they fulfilled certain script conditions. Like taking Skyrim under full controll.

Unit Suggestions: 1. Unblooded (Rabble).
2. Stormcloak Warriors/ Archers/ Spearmen/ Cavalry. (Light troops)
The forementioned units could be the Stormloack equivalents to Imperial Auxilliaries.

3. Bonebreakers (Warhammers).
4. Stormblades (Greatswords/ Battleaxes).
The two forementioned could be comparable to Imperial Legion actuall cohorts but not as heavily armed. It also makes a little sense since many of the older stormcloaks are legion veterans.

5. Then as time proggresses on if they capture all of Skyrim then by scripting event and certain building costruction conditions etc. a new reform could appear maintaining the former stormcloaks and adding additional units of the actuall skyrim faction armoured with Nord Steel and Steel Plate etc.
That way they neither become overpowered during the liberation of Skyrim but neither stay weak after it.

But to go through the Legion first could not be something as easy without a number of casualties.

I think that way its balanced and comparable with Med2TWs England vs Scotland unit comparison.

6. Regarding the Dragonborn: I think it's best if there is a choice a script event like this of the Nerevarine of former TESTW versions where the Dragonborn offers his service either for the Empire or for the Stormcloaks because in the custom campaigns submods of TESTW he is only on the Rebel side. I tried as the Empire to bribe him with cheats but with no luck.

I like playing the Empire as much as like playing Skyrim.
