can you train that hero if you conquer mandalore?
No, I don't think he would join the Empire or the Rebels.
does the hero respawn like the playable factions heros do?
I don't think he can, but even if he could, Mandalore is the only planet they control, so Fenn wouldn't respawn anyways.
