Looks great .... but why would the wraith need a Civilian station exactly?
on sins of a solar empire to develop techs there are 2 research stations, and this is one of it
I think he meant as a culture, not in gameplay.
One assumes that not every wraith is in the warrior cast.
well in the series, wraiths have warriors and scientists, so i assume, that one station serve as recruitment center and training center, where generals and warriors develop new combat techniques, and other station is for scientists, who develop wraith technologies and stuff :D
it will never look civil, they are Wraiths
