SMOD: Tactical is a modification of the single-player SMOD(Super Mod) for Half-Life 2. correct me if im wrong, but in half life 2 dual weapon anims dont work, like with your "I Am The One" pistols
Counter Strike Source uses the Source engine, just like HL2, and there are "Dual Elites" in it, with proper animations.
Similarly, some other mods for HL2 have made dual wielding weapons before, such as Pirates, Vikings & Knights II, but with swords, and Fistful of Frags.
It's simple: You just make a model that consists of two hands with two guns, and you make a proper animation. When it comes to picking up two similar weapons and choose to dual wield them, that's up to coding. =P
Dual weapons count as a single weapon engine wise, I believe.
