Rise of the Crime Lords is a mod that adds the Black Sun Syndicate and The Hutt Cartel as playable factions along with multiple additions to the original ones as well as adding some new unplayable ones.

Full hero rosters for all factions in GC. This also features updated icons for most.

I see what you mean by too many rebel heroes now lol. Still looks great though! We need to find some more heroes for the Zann though
Yeah, although, some are progressions of each other. For example Luke ESB to Luke ROTJ. Kanan and Hera to Hera, Zeb and Sabine...
Also there are some like Gold Squadron and Phoenix Squadron that are not galactically available, but they launch from Dodonna's and Sato's cruisers.
What I really always wanted to do it create some sort of Bounty Hunter's and Smuggler's Guild mechanic and then remove all Bounty Hunters from permanent rosters. It would work trough a special building buildable on planets.
My idea was to have all of them available for hire by certain factions. I would split them into "dark", "light" and "neutral" and then based on that all factions would have access to either light+neutral or dark+neutral.
Once a Buunty Hunter has been hired, it is unavailable to other factions but if ever defeated, he doesn't respawn, he just becomes available on the market again.
I would then add more like Dash, Boushh, Mando...etc.
The problem with this is that I'm not sure a global galactic limit can be set.
Maybe try reaching out to the EAWX team and see if any of them can help you. Given what they've done TR and FotR, if its possible, they could probably point you in the right direction.

You could have all 4 IG-88's(And IG-72) to the Pool as Bounty Hunters given that they all were Bounty Hunters at one point or another

Found it ind did a test addition but it's impossible to get it spinning all the time, it's lacking damage decals and particles, has no death clone animation...it was supposed to be unlocked by conquering Florrum.
that sucks that it doesn't have a Death Clone or Damage Particles/Decals
Yeah, it just lacks some core features and it's impossible to get the cool spinning animation to constantly play.
Good to see Mara Jade is there I'd imagine depending how far into the timeline you so that eventually she'd move from Empire to Independent (Talon Karrde) to Rebel.
I'm pretty sure the end point of FOC is supposed to be ROTJ.
I'd Suggest adding Andal Sait but he didn't really get to join any faction before He died
