i always HATED this part of RE2 after all its a full build up gunshop and you find lousy 2 packs of handgun ammo? thats ******** :)
Raccoon City already suffered a week of riots and general dead men walking. It makes perfect sense especially in the US where peoples will raid all the home defence supply first.
