Missleman at the Red Marines can not shoot in the air, it is a bug, or are they meant to be anti-tank troops?

They are professional anti-tank troops and they don't deal with any other targets.

Description

Devourer Tank is the latest armoured vehicle in Imperial Forces. It is equipped with a deadly rapid-reload Wave Force Cannon and able to activate nano-machine to repair the armour. Meanwhile, when a Devourer Tank is destroyed, nearby Devourers will be repaired.
