It actually is possible. There is already a modified rendering system for Deus Ex which adds Direct X 9 features.

It requires the DX9 render system. It is currently downloadable somewhere on the internet. Although it is version 0.1

Can't believe it's almost been 2 years since my comment.

Thinking about it now, I wonder if the game would still feel like 'Deus Ex' if bump mapping and dynamic lights were added.

Snipa was playing around with some bump mapping tools, we've been discussing the technologies associated with UT3 and this is the first demonstration of how that technology might look as well as demonstrating just how easy it is to achieve.
