I think he made it himself. Because the Textures are from him. But the Idea is from the canceled C&C Game "Incursion/Tiberian Twilight".
Are you going to improve the textures?

Sad that there is only two ingame models at all from Westwood's Tib Twilight is known.
Edit:I saw somewhere Westwood's textures of this thing, looks like he used them.

yeah that was one of westwoods design for C&C3 before EA dissolve them. looks really good! cant wait to use it.
