I tried to envision the normandy without all the turian influence. This is what i can up with. I combined the basic shape of both the fighter, normandy, and cruiser into a simple recon ship.
looks very nice.
I think you should add another set of engines since it is the scout unit or simply make the little engines bigger. The ship is supposed to be fast simply. I believe that in the survey flotilla you find ME3 there is a scout unit but I'm not sure.
This ship is small, equipped with 2 very large engines and 2 maneuvering engines. No ship in the Systems alliance fleet has more than four. Besides this is suppose to be the precursor to The Normandy, hence the similar shape.
Okay then how about this make the big ones bigger! Verrry, very, very, very, very, very, very, big. How about that then? But I'm being silly, I like this design a lot. Will you move some of your previous carrier designs to Cerberus so they have more units or no?
No, cerberus has a different design to their upper level ships. When i make more they will have their own feel and similarity of design.
Go over my Concept pictures I showed you and compare this to the fleet orbiting Arcturus. Looks alot like those fighter looking things in the background with better "wings" not bad, I like it.
Looks awesome can't wait to see the alliance dreadnought and can you do another complete fleet shot of all the factions fleets?
I am not sure but I think there is a canon alliance frigate which was shown on the cutscene for the final battle of earth(The one with a Turiun/Normandy fusion). Can anyone confirm?
BTW whats this things armament? Disruptor Torpedoes/Thanix cannon and GARDIAN?

Great work! Thought the middle section looks too small, Its hard to imagine there is CIC, crew quarters and Eezo reactor. Maybe make it longer, but still that wings reach fuhrer than the nose?
This looks so much better than the Normandy. I always thought the Normandy was incredibly fragile looking, but this looks like it could take a beating.

It says scout? Is this really going to be the scout and not the normandy? Please make this the frigate and the normandy the scout.
Normandy has stealth ability, this may be just "scout", without the stealth. Why there cant be two?
