The reapers have returned from dark space. With Earth under attack and the mass relays in a state of chaos from refugees and the councils fleet engaging reaper forces the galaxy is a mess. The outcome is unknown, the warfare is devastating. The galaxy will never be the same.

Basic template im using for the military branch of the Citadel Council tech tree.
Hmm, Why is the diplomacy tab say Infiltration..... Stayed tuned and figure out why!
Infiltration has something to do with the Salarian's history as stated from the ME1 & 2 games, right??
Nope.
The answer to this question is pretty simple.
In a furture like that , diplomacy only takes 1 second befor you break a chair on your new friends head.
So thats why diplomacy is not useful.
