I don't understand the motive behind the HRE being "centralized" even though Austria really liked the idea of an HRE really divided through their entire reign, and even during the brothers war they had that in mind. Only thanks to Napoleon that they've got larger ( The kingdoms of Baden and Bavaria for example, and some others in the center-left region of the Rhine thing that he did). Also, Napoleon didn't exist here? I guess it makes sense for some decades of difference
