Lots of reasons.
Prevent spam and so don't make it underpowered? No free place in frigates/cruisers line? Abilities, armour types etc could be changed even for frigates with ease.
The Sahara is kind of small to be a capital warship
It's all about that utility, sounds as though it's abilities will more than make up for it's more physical limitations.

She is corvette. But they include it as a cap due to mech reasons.
