Realistically in a cafeteria there is not just going to be one light panel. There are normally multiple, if you want it to be dark you could make some of them burnt out or broken.

Nice attention to detail, dark with just enough light. :)

I don't know, the textures look cartoony on the props and walls. The lighting really turns me off, for it's way too dark and the mixture of colors is ugly. I'm sorry but this doesn't look great, I'd personally make the room much brighter. If this is supposed to be post-cascade, then at least have some type of emergency lights. One last note is that those lamp models look out of place.

I like it but I agree regarding the lamp model it seems out of place.

Also the ceiling needs some more work. Most cafeterias I was in had on top a vent shaft system so that the cantina doesnt smell after the food it had the day before. Eventually implement something like that somewhere.

As side of that I also agree on the numbers of the lights. There should be more lights present. If you want it dark no problem just lower the light setting a little more. So at the end you will have it as dark as in your screen but with sufficient light numbers. I suggest to change the textures on the walkpath top right and the stairs leading down. So that it doesnt look so repeative.

But as MorshuLoL said it's WIP and therefore great. :)
