Is that a skybox, or part of the map? Also, shouldn't the ground have more objects? Will the scope have more than just black in it?

Yronno, you probably wouldnt see anything other than black at that angle. In order to look down a telescopic sight, you need to look right down it, and any offset (even minor) will cut off part of the image. At that, the further back you are, the smaller the image appears (like a microscope)
True, but even realistic games like Insurgency and Project Reality use 2D lens images. Though unrealistic, it seems to be a nice touch.

Ah, yes. That is black because is supposed to render stuff in a dynamic way (like HL2 scopes). Temporaly disabled and looks black. Gonna replace that texture though.

To be honest, its decent looking geometry the smoke/sand effects are interesting and the background skybox is a good addition, though the whole scene is lacking any kind of advanced detail, it isn't really eye appealing by any means, the textures are too low res and, in my opinion a bit repelling, I understand any limitation the engine might have with this kind of environment, but this just doesn't look attractive at all.
I'd have to agree a bit with Hunk, the basic mapping and dust effects are very cool, but the textures of the landscape and overall level are just low-resolution and muddy, they lack any kind of interesting detail, nor is this level seemingly taking advantage of your special effects like bump-maps or volumetric light. (And if they did, I didn't notice)
What really kills it though, is how EASY it would have been to add some detail. Those windows? Could have easily been more 3D if you simply placed a model or mapped them in the building. The ground? Is lacking any kind of detail, like decals for say, foot-steps, blood, debris like paper. It is also lacking bigger stuff like crates, barrels, just overall furniture or debris.
