Diablo II mercenary system was fine, but as you progressed in the game most of them would start to become useless. To fix this issue, my primary objective was to make every mercenary worth havign, with their respective pros and cons.

Unsure what the -direct -txt method is.
I'm running PlugY and launch using that file.
I dropped the data folder into my D2 folder and when I run the game nothing has changed for my merc's.

Okay - I have done the -direct -txt on my Diablo 2 shortcut target path, and it works, but it doesn't work with PlugY. For me it's one or the other.
It works with plugy, you have to add -direct -txt to the Plugy shortcut, remember that plugy it's like a game apart of Diablo

Excuse me I have the plugin mod installed in my diablo 2 but I don' have any data folder, I write -direct -txt in my plugy and the mercenary does not work without the improvements that your mod brings.

You have to paste the data folder in your diablo 2 folder, it doesn't exist there by default.
I managed to get it to work but I had to put that folder inside the plugin but the problem is that my inventory humps by adding phantom scoops and duplicates the spaces for shield and weapon.
