I load it alongside gfm there is no decision in my decisions tab. it just isn't there. my gfm is fully updated and I have the latest version of your mod.
It only shows up after the prerequisites are met, the screenshots for it are just a demonstration and I didn’t want to play a game until the 1880-1900 when it can be unlocked (I don’t remember the exact things you need but it’s either mass politics or the one before it) which is how it was in HPM/HFM, so I just made it visible for me, but for the version you downloaded you need to meet the requirements to see it like in the other mods.
