I tried it on my portal and it won't work, it will only work on Garrys Mod, so how can I fix all those missing textures and sounds in order every single map and mod to work properly without Steam? Please help now

geb00.vtf -> geb05.vtf
geb00_widescreen.vtf -> geb05_widescreen.vtf
start_uploading.vtf
replacing the former yields this error:
"Could not load library client."
looks like the mod isn't compatible with the current Steam version of the game.
