This is essentially just a basic model pack.
The weapons are re-animated and are viewed as slightly different perspectives (to feel a little more like the ones from Postal 2), and the Grunts are replaced with the Black Ops, for no discernible reason.
Oh, and the chapter titles are changed as well, also to feel more in-line with Postal. You can interpret that statement however you like.
This is, quite frankly, pointless.
EDIT: Checking the models, I noticed two major differences with the weapons: the 357/Magnum is now a miniature shotgun thing (which looks unbelievably messed up) and the Hive Gun now fires... mini scientists (clearly a reference to how you could use cats as silencers, and they'd fly off as projectiles once they "ran out", so to speak). You can see both of these weapons in the screenshots the author included on the mod page - see the Images tab.
Does this redeem the mod? Not even remotely. But it IS notable, hence me mentioning it.
