Are you playing Steam HL or the old one? In case you're using Steam, the console comes down with the tilde key (left of "1"). The same with the old HL, but you need to launch the game with "-dev -toconsole" (you can add this line to HL.exe's properties).
i have added code to the Half-Life shortcut properties but its not working on this mod.
Afaik, the shortcut simply calls the original exe so try adding the command to the hl.exe that's in your Half-Life folder.
try typing sv_cheats 1 and then load any save. Should work then. I only use god :)
Any way to delete this by the way? It doesn't give me the option and it doesn't show up under my computer settings.
Simply delete the folder from your Steam directory.

Really wish there was an addon that changes the model for Barney to look like an actual cop in riot gear, as opposed to looking like a security guard since that feels out of place since you've basically left Black Mesa when you arrive in the city and for the grunts to not look like their pulled from Azure Sheep. And yes, I know this mod is over ten years old at this point but I thought that this needs to be said. Nice mod btw!
