I heard about this vault 13 mod, but it seems its not even completed.. it saddens me, but i guess i can always play fallout 1 instead.

PLease, if you see this, try to expedite this before its lost in time. There are people that wants to try this! All the best!

how about utilizing fallout 76 somehow, offline? Or, if Bethesda (has) made it possible, even use servers for an engineering cycle/pipeline (see creative mode),, maybe even online, organizing modding teams creating e.g. purely decorative aspects/levels with already existing objects, which then could be reviewed in steps, maybe while also creating new meshes/replacements for already created spaces?

Fallout 76 uses the same assets of Fallout4, it just had more dlcs. So there wouldn't be any point on that.
