⦁ Standard infantry speed has been switched to a speed of 14 universally. Speeds are now based on the 8th edition movement values.
⦁ Heavy Cover speed reduction decreased from 25% to 15%. Light cover has no speed reduction. Negative cover speed reduction increased from 20% to 25%. Necrons can use cover. Hovering units are not affected by cover speed reduction. Battlesuits are only affected by negative cover speed reduction. Vehicles/Monsters are completely unaffected by cover (Reaver and Tactical Drones excepted). Cover no longer has morale rate benefits.
⦁ Commanders with an armour of 2, 3, 4, or 5 now have a damage reducer of 50% universally.
⦁ Vehicles now use 100% of their armour (depending on toughness). Support cap for each vehicle is increased by 1 depending on the armour increase. Build cost is increased by 15% and build time is increased by 25% (relic units excepted). Races with support cap researches now have one less research to maximize support cap.
⦁ HQ building limit decreased from 5 to 3.
⦁ Land mine damage increased from 65 - 130 to 194 - 291. Explosions dealt to units will decrease movement speed by 15%. Land mines are limited to 6 per HQ. Build cost will increase by 25 requisition and power for each land mine built.
⦁ Strategic Points, Critical Locations and Relics no longer reveal infiltrators.

• Requires Wraith Augmentation research.

Deceive
• Recharge time decreased from 60 to 55 seconds.

• Health buff for infantry increased from 75 to 100 hitpoints.
Enhanced Necrodermis
• Health buff for infantry decreased from 250 to 225 hitpoints.


DARK ELDAR

⦁ Splinter Rifles, Splinter Cannons, Splinter Pistols, Agonisers and Haemonculus Tools constitute as poisonous. Strength matches to a target's toughness level. Hits dealt by these weapons cause 1 point of damage every second for 5 seconds.
⦁ Poisoned Blades research removed as infantry no longer have 100% accurate melee weapons and poison is already determined.
⦁ Soulseeker Ammunition was replaced with the Splinter Pulse Booster research: Increases all splinter weapon damage by 30% available at tier 2. Soulseeker Ammunition moved to tier 3 and only applies to Kabalite Warriors, increasing accuracy from 65% to 80%.
⦁ Hellions do not lose control when morale breaks.
⦁ Wych's Combat Drugs have been split into three individual drug types that define the original ability. Only one drug can be used at a time but recharge time has been significantly cut down. Wyches have the ability to slow down enemy infantry near them in combat, disable jumping capabilities and reduce accuracy by 50% when in melee range.
⦁ Torment Grenades (Terrorfex) now require a research due to the severity of morale.
⦁ The Archon and Incubi are separate squads with Archon Retinue Enhancement researches being removed. Upgrade Leader Health researches help further increase the Archon's ability duration/cooldown, Incubus Klaive damage and Incubus health.
⦁ The Incubi squad drain morale, more powerful in comparison to Raptors or Flayed Ones.
⦁ Haemonculus Liquifier Gun completely ignores armour. Much like Flamers, the weapon fires in a cone and always hits its target.
⦁ Razorwing Jetfighter (Raven) moved down to tier 2. Short Circuit requires tier 3.
⦁ Added Wychsuit Enhancements research: Increases the health of Hellions and Wyches by 200 hitpoints, available at tier 3.


SISTERS OF BATTLE


⦁ Phosphor Grenades have been replaced with Frag Grenades. Celestians no longer hold Krak Grenades.
⦁ Sister Superiors no longer provide a damage buff of 30%. They will however become available after a Pristine Sanctuary is built instead of upgrading to tier 2.
⦁ Celestian Meltaguns and Multi-Meltas have varied ranges. In order to utilize their damage output properly, one must position them closer to enemies.
⦁ Emperor's Touch yields double the damage of the affected squad's Bolters except toughness is completely ignored. Same toughness property applies to Ascension Angels melee damage.
⦁ Death Cult Assassins are now a squad with a maximum of 3 members. When in melee combat, enemies have their accuracy reduced by 50%. Can execute infantry at 40% of their health.
⦁ Repentia's Righteous Fervor is now a timed ability. Instead of losing health, Repentia will be 50% more susceptible to damage when under its effect. Repentia do not lose morale from unit mortality. Transport capacity only takes one slot per squad instead of two.
⦁ Canoness weapons have been switched to a Chainsword and Power Sword instead of a Power Sword and Brazier of Holy Fire. Confessor no longer upgrades to an Inferno Pistol.
⦁ Penitent Engines are freely available and have no squad count limitations. Lightning Fighters are available at tier 3 and use long-barelled Autocannons, making them incredibly long ranged. Exorcists now require the Shrine to the Living Saint.
⦁ Hunter-Killer missile is now an AoE ability rather an enemy targeting ability.
⦁ Blessed Ammunition has been repurposed to increase Bolter and Bolt Pistol damage by 30% instead of ignoring cover bonuses, available at tier 2.

In terms of modding the actual game assets, I use Corsix's Mod Studio.
