Sad news it gave me a error unable to open file : modules/empire III/resources/textures.brf
Never mind i have fixed it, i just had to extract the rar files into empire III folder such as music, resources , textures and it loaded without wse :)

Sir it is working without wse :) i don't know how but yup.. played for a good 1 hour and without any error or something thats a good sign right
as stated running is not working, WSE is required, but you can believe what you want
quick question: Is there a reason why the Texture.Brf file is missing? is it included in a patch or something?
did you extract the resource folder as per the installation instructions

are you using the latest 7zip? no one else has reported this, just you 2, so I don't know why its not working for you.
Try re-downloading, I just downloaded it, extracted everything and ran the game
