Concert of Europe is a mod for Victoria 2 Heart of Darkness version 3.04. It sets the start date to 1815-11-20, with historical nations and borders. Furthermore it includes many new nations as well as everything ranging from reworked pop migration to treaties between nations!


Known Bugs/missing things:
Most new events/decisions do not have any descriptions
Many flags are wrong or uses modern ones
No 1836 and 1861 start dates (there are no plans for adding these at the moment)
Some of the vanilla events and decisions have not been updated for the new start date
The mod uses the 1836 population in most places
No other localisations than English


Main features of the mod

  • A new start date: 1815-11-20 - the day the treaty of Paris was signed
  • Revamped Casus Belli system that stops you from taking land you cannot even reach
  • Revamped population migration system that actually treats places such as northern Siberia and the Sahara desert as unattractive places to move
  • Many new cultures and nations around the world
  • Events to simulate the dozens of independence wars fought in the period
  • Revamped coring system, now you only get cores on land with your primary or accepted cultures
  • Dozens of historical treaties representing the many peaceful exchanges of land that happened during this era
  • A scramble for Africa that starts with the Berlin congress
  • Completely reworked regions to better simulate how people viewed the world in the 19th century

  • Lower soldier count from colonies to stop nations such as the UK having one of the largest armies in the world

Why are there so many wars of independence? I legit just took care of the Dominican Republic and then they started another war of independence just a month or two later.

In the period of Spanish american wars of independence there was almost constant revolts, the rather low MTTH between independence wars was to simulate this. The main reason for the low MTTH between revolts is due to a militancy effect on the MTTH. This has been removed in the next update, and the base MTTH has been increased by a year as well.

Note: there is a hard cap in 1830, where the revolts stop!

If you play as Ottoman, the sudden Greek independence that instantly take away 40 province and remove all Ottoman cores make the game ridiculously absurd and annoying. At least limit the breakaway province to be the same with starting Greece in Vanilla game.

It is good to hear that you share the pain of the Ottomans!

The Greece you see in vanilla is how it looked after a peace conference, not during the rebellion. Due to the mechanics of the game it is nigh on impossible to simulate the actual rebellion, so I decided to give Greece most of the lands that participated in the rebellion (technically there were more.)

However, regarding the cores: I have plans on adding them back on the lands the Ottomans keep after the peace conference.

Hi, The Malvinas/Flakland was Argentina in 1815 to 1833. In 1833 United Kingdon Invaded Malvinas and they colled it "Flakland"

Actually no. The Falklands were not controlled by any nation in 1815, the only remaining thing was old claims on the islands from both Spain and the UK. They were definitely not Argentinian! (as far as I know, they did not make any officials claims until 1820.)

In earlier versions I left the islands uncolonised to show this, but that lead to the islands not not being colonised until very late in the game (or not at all.) Due to how colonisation works there was a very small chance that Argentina would get the islands, so they always ended up with the UK anyway. I have gone back and forth on this several times, so it might change again, but the latest decision was to give them to the UK at the start.
