I imagine it also comes earlier, along with being weaker/slower than the Panzer III.
It comes from a doctrial ability so yes it'll probably come earlier than the PzIII. It depends on your playstyle.
Finally the panzer 38t.
Will this be the equivalent of the stuart with a similar gun and armour
probably, but the 38t was actually a bit inferior to the m3a1 stuart in pretty much every way, it had a worse gun, see armour and was slower. although it was lighter and had a greater range.
Actually later german models had thiker armor close to the stuart.

Romanians always think about Czech as friends and very good weapon designers, most of our weapons/tanks in WW2 were Czech, the equipment was either Romanian either French and German.
