Why no more Opel Maultier?

Because it wasn't a very good mechanic due to the changes implemented, besides, it was stripped of all of it's abilities: no goliath, no resource drop and that was a heavy blow.
The other reason is that because it is a vehicle. We tried to make Ostheer and Soviet just like Relic designed the Americans and the Wehrmacht, so the vehicle clearly has no place in the tech tree.
This looks how I would create an observation post :)
Take an already given building and change the file to an observation post.
