That's an unonwned GDI service depot near the center of the map (in a GDI settlement) - it can be used by any player without the need to capture it.

Either map triggers (have it change ownership to whichever player has the most units in the buildings vicinity, like in StarCraft II), or the AI player that owns the structure is allied to all human players. (It's possible to mess with alliances, a good example of that is the RA2 E3 demo map, that has the player own both Soviet and Allied forces on the map at the same time. The player can build both forces and make them fight; He has full control over both, despite the interface being the Soviet one)
Same way that all the neutral gates open to any player - the owner is allied to all six players.
