Yes you're right it would be a good spot. But the place doesn't fit. Too many witnesses, Hecu and Black Mesa staff alike. Besides, Steven Mills is not the most popular candidate at this time, definitely less then Gordon Freeman and Adrian Shephard. The resonance cascade just started, he has to prove his worth.
