From what I have seen, YES! That looks to be the case.
Holy Moly ... this is a new level of customization. Basically something similar that PoP had. We can even have now truly some alt-historical countries that are more fleshed out rather than just change in flag.
Can we choose the equipment for certain custom troop trees for same factions ? Or do we pick from predefined ones ?
I was hoping for starting choice like that.
