There's no message, nothing pops up.
i guess it's because of your government type. In my case, i can only build ammo, guns and military factorys and when i try to buy a parto of one existing fatory, it says that my courrent government type doesnt let me.
this makes some degree of sense if your government has liberals in charge. They might be laissez-faire. Then again i don't know, i haven't interacted with it that much.
Why does asking your minister to do stuff cost so damn much? (tested with companion and the default secretary of state) Improving relations/Fabricating casus bellis cost something like 300K, it's ridiculous.

No, those are the political options and their cost is fine, but previous options like mentioned above cost so damn much.

might be an extraction error. Delete the folder and extract again. Make sure you extract to "Between Empires 0.7" under Modules
