A sub mod for CWE 1.13, this Mod adds a new "Multicultural" system where a country with the correct Government polices and ruling party can decide to give up its primary culture, and instead become a "Post National" Country, allowing you to unify all your peoples under the banner of a diverse society. Or you can fight back, and try to preserve your culture against the global tide of multiculturalism. Currently every country can choose to become post national, and can revert back to its Mother culture.

Added in a new Multicultural super state, The United Nations of Earth, which has the ability to claim the entire planet for a ton of infamy (will probably cause a huge war)
