I had the same issue before, but pressing Ctrl+¬ and typing in "cheatmenu" (without the "") fixes it. Just remember to do it each time you start the game if you want the cheats.

Once you finish the quest line, the Targaryens land in the Stormlands, taking most of the territory around there. At least, they did when I last played as a Targaryen.

What is does is changes the look of certain units for you on the Napoleonic Wars DLC. This works on any server, as Romana said previously, but only you or another person with this modification will be able to see the changes, the others will see the regular skin.
