Is there a desaturated filter I can activate in the console or files?

I'd like to know something, while in low health, the graphics appear to be more desaturated, and I would like it to stay that way at all times, without the blood vignette of course. is there a way I can make it so? I already turned off the saturation on the options of course, but I'd like it to be more desaturated.
