There's nothing at all glowing there but I'll check again. The first time I found it it was outside the fenced area near where the whirligig usually gets the flesh in vanilla/other builds.

edit: it was there, just not glowing like other artefacts.

I can't seem to get the artifact from the first quest, even after deleting saves and starting over. It worked my first time through but I screwed up and had to start again, and the blood stone doesn't appear anywhere.
