I'm not getting any decisions to form it. Do I need to unlock certain technologies to form it? I can't even see it on the decision list.

Does that mean all the balkan Federation cores or does it also include non-core provinces?

Is there a system to form The Balkan Federation without releasing it manually? (And shouldn't this be disallowed?) Also, would it be possible to put a timer on how often the AI changes stuff such as IMF interest rate and Bank of Development? I find that they keep on changing the levels constantly.

Also, is the infamy supposed to go up for having a war declared via event? Say for a puppet breaking out, there's a 5 infamy hit for choosing to force them back as a puppet, but then the extra 15 infamy is added on top of that?

There's also a bug with the United Nation Trust Territories. I turned it to a Communist dictatorship and the ruling party was socialist. It was spamming the 'return to Marxist-Leninism' decision for lots of prestige. (I think it happens because there's no Communist party available.)

In other words, St Petersburg was the capital of Russia during WW1, so you have to raise rebels in St Petersburg to become the Soviet union.

Take out the files inside mp_eur_napoleon folder and place them somewhere safe. Go into the ww1 multiplayer folder, take out the files there and place them into mp_eur_napoleon folder. You also need the same mod settings as the person you're playing with.

Cool mod. Although I still have food shortages regardless of how many farms I upgrade. Ruins my economy (of taxes).
