I wasn't aware of the engine limitations for the settlement models, in that case putting Numenor closer makes sense, hope you at least tried to put it as far away as possible without bugging out.
As for the forest, I guess it makes sense from gameplay/aesthetic standpoint.
Personally I always prefer sticking as close as possible to the source material, hence the nitpicking.
Good luck with the mod, overall I quite like what I see so far.
