Maybe GSC intended to put the harpy in the game, but never got a chance. Dezowave has said that GSC has been giving them assets for their mod.

How do you know they're reviewing the game? Has one of the team member said something?

I think I read from an interview somewhere that they are an section of the Monolith faction and at first are neutral towards the player. However the interview I read was googletranslated, so can't say for sure.
