id like to know if the Enclave mod is still being worked on

The Mod Manager is actually very out dated, it's in need of an update.
Enclave 2 and Long Live aren't out yet so there isn't any way to download them.
why the hell is your mod manager locked
Because the Mod Manager is being developed still. A full official release is being worked on and tested. The release is coming but is in no means being rushed, when it's ready the Mod Manager will be released.

Yes, I've added support for every mod, including peoples own mods/projects. I'll continue to add support for new mods made by the community as soon as they're released. There will also be a tutorial on how to make a mod compatible with the Mod Manager so they can just release the mod for the Mod Manager. I'm hoping people will release their own mods for the Mod Manager so I don't have to..
I'll be releasing my own "addon mods" that will add/replace in game elements. Such as add new vehicles, weapons, armor, locations, etc.. They'll work with the vanilla game as well as mods, meaning, you'll be able to customize your game/mods with mods. A much more detailed description and demonstration of what I mean will be posted on the Mod Manager's page in the future, maybe soon.
