yes, simply put, lasers by their standard are very weak. Or, well, not as powerful as phasers. The shields would have no problem absorbing and dissipating such small energy. When you get something as powerful as the death star laser, the shields simply cannot cope with all the energy - they cant absorb and dissipate it all at once. Therefore, it would be stopped for a few milli-seconds, then bypass the shield - it would fail.
This is the best and most logical guess we can take at what would happen, unless we knew more about it all and how it works, which we don't, because its not real and therefore we cannot state laws of physics, and go by only what we hear on shows.
