ok, I played without Realism mod, and turned out the problem was partly with DCG mod.
M1918M1 155mm Howitzer was bugged without Realism mod, and 5cm pak with Realism mod activated.

Also, 203mm Russian mortar shells are somehow considered as AP shells in DCG without Realism mod, and AI don't use it properly. And the damage also seems to be too weak for 203mm.

Maybe, the problem is with Realism mod.

btw, some artillery and vehicles are bugged.
For example, 155mm american howitzer cannot be loaded and thus shoot (also, 203mm russian mortar has the same bug).
