Thanks for making this mod. It's the only thing decent I could find for ROE and the only way I could get sikkmod PP effects to work in ROE for me.
(And luckily the pp settings are very compatible with my redux settings).
Only thing I don't like is the gravity change. But a small complaint.

Really big improvement, but the backgrounds still suffer from some bad compression artifacts.
With some noise reduction, photoshop and Waifu2x
I played around with trying to improve the quality based on your pictures there a little to see how it would look.
Obviously the real backgrounds are stored in layers and some with Alpha (like the railing right?)
Some manual touch up in photoshop with a tablet could go a long way.
Then it really would be a HD'ish version.
