Dwemer guns are lore-friendly. Dwemer created Arquebuses, which are Dwemer Animunculi with hand cannons. Sotha Sil also literally created the TES equivalent of cyborgs (Fabricants) and modified himself; Tribunal depicts Seht with mechanical parts that aligned him with the Clockwork City and the existence of Fabricants he made during an important quest. The ESO DLC also confirmed this.
