i always build religious buildings and palace but city like damascus and baghdad keep rebelling.Pls make the public order easier or make a guide on how to control public order.I have exterminate those city many times and it keeps rebelling

this game is really confusing and so hard.I lay as sultanate of rum and my king always uncrowned.And when i manage to conquer some of the middle east.the big cities like baghdad,damascus and mecca always have low public order and rebel i have exterminate them many times but after some turn they will keep rebeling its almost impossible to play
